Mysterious problem driving me crazy! (network? apache? php?firewall?)

You're exactly right.

I finally gave up and called my boss to see if he had any ideas and he
suggested that (based on everything I told him) I should restart the
router and the firewall.

After I'd done that the site worked like a champ.
