Trouble with HTTP request...

Description of problem:
The problem occurs when I try to retrieve information from an internet site using wget or curl in a Red Hat Enterprise 4 terminal, or for that matter any other function that provide http communication. 
It seems when I'm trying to reach certain internet pages the communication stops and then continues 15 to 20 seconds later.
 I've tested this on many servers including RHEL3 but it only occurs with RHEL4. 
The problem occurs every time, but it is dependent on which site you are trying to reach. With the following examples it happens every time. 
wget http://www.itu.int/home/index.html 
curl http://www.itu.int/home/index.html
The trouble is that I need it to work with www.tu.int because of a project at work that I'm working on.
Is anyone else experiencing this problem?
