AS4 LVM can't distribute the VG to another node.

Hi there,

Please advise how distribute the Volume group created in one node
to another node in the same cluster.

Env:                    RHEL AS4 on ProLiant DL380 G4
Shared disks:           /dev/sda, both side can see and fdisk
What tried:             Node A:
                                umount /pkga_vol
                                vgchange -a n /dev/vgpkga
                        Node B:
                                reboot
                                vgscan
                                        (no volume group found)
                                pvscan 
                                        (no pv found)

One thing noticeable, from both side I can't find the /etc/lvmtab. 
And the /dev/vgpkga only showed (in Node A) when it is activated
(by running "vgchange -a y /dev/vgpkga")
