strange problem - server hangs at boot Runlevel 3 - RHEL4

Boot to rl 1 and see if there are maybe stale pid/lock files on your system:

/var/lock/subsys/crond
/var/run/crond.pid

If you find any of these, remove them and try again.

Don't really have any better ideas.
