OOT: About FC6

Sorry, this should go to fedora list, but i'm not in the list yet.
About Fedora 6, will the add/remove software need to access to the internet?
Because in Fedora 5, I having problem to add/remove software. Sure I can 
create local repository, but for home user (who still use dial up to 
connect to internet and lack of harddisk space) this is annoying.
Having spoiled with add/remoce program... using rpm and all deps and 
find the correct cd's, also annoying.
