Hah, maybe. :)  He's on the right track though.

He should keep building up his experience.  Having pre-graduation
experience on the resume + that degree will give him a leg up on other
entry-level folks seeking RH Admin jobs.

If he can afford to he should go after RHCE; if not, wait until he has
an employer who will pay for it for him.
