allow dictionary based passwords RHEL5 ?

Need this for an ERP application server. The server sits behind a corporate firewall....

I wonder why you want that, I mean, even knowing that dictionary-based 
password are that bad, you still want to allow your users to be able to set 
that kind of pass...
