SSH from windows to linux using public key authentication

Did you check /var/log/messages and /var/log/secure for any related
entries?

You don't need just the key files to be properly set in terms of
permissions -- you need the entire branch of directies all the way up to
/ to be correctly set.  You can try setting StrictModes to no in
sshd_config and restarting the sshd daemon to see if this is the problem
-- but don't leave it that way, just put it back and fix your
permissions.

You might also want to increase the log level of the daemon and restart
it to see if you can get more output dumped to the log.
