iptables problem

hi i have a strang problem
why any host can ssh me in the first list but can't in the second list
please i want to understand this case

[root at temo ~]# iptables --line-numbers -L
Chain INPUT (policy DROP)
num target prot opt source destination
1 ACCEPT all -- anywhere anywhere state RELATED,ESTABLISHED
2 ACCEPT tcp -- anywhere anywhere state NEW tcp dpt:ssh
Chain FORWARD (policy ACCEPT)
num target prot opt source destination
Chain OUTPUT (policy ACCEPT)
num target prot opt source destination
[root at temo ~]# iptables -D INPUT 2
[root at temo ~]# iptables --line-numbers -L
Chain INPUT (policy DROP)
