If you google on "sendmail.mc email size", the first hit is:
<http://mail-archives.apache.org/mod_mbox/spamassassin-users/200506.mbox/%3C61192FA29C719B469A2B13E57DEDF75B03E2F1E0@mail.hbinc.com%3E>
which says to use confMAX_MESSAGE_SIZE in sendmail.mc. Googling on
confMAX_MESSAGE_SIZE yields how to use it.

If I understand correctly, procmail will do this easily. Look at the procmailex
man page.
