DST patch for RedHat Linux

Ok all I hope I am understanding this to be true:
That this bug and patch will only affect systems that are using
Austrilian DST and part of Indiana(USA). Therefore if we say use
America/Chicago as our timezone then we should be fine. We are using
RHEL 3 and 4 here. I am just trying to get a clear understanding of
what patches really do or do not need to get done.
