Hmm, maybe not on-topic since it's SuSE, but what's your output of
/usr/sbin/zdump -v /etc/localtime on your SuSE boxes? We have plenty of SuSE
9 machines and they worked fine after updating timeinfo and then copying the
zoneinfo file over /etc/localtime ...
