GMT/noDST in Kickstart RHEL3

Hello Redhat list,

I have the need to build RHEL3 via kickstart using GMT time.  In this
setup, there is also the need to ensure there is no time change for
Daylight Saving.

What can I put in ks.cfg  in place of "timezone --utc Amercia/New_York"
that will give me GMT time which does not adjust for DST?
