Run check_ping from the host in question and verify that the parameters 
you give it work.  If not, it will tell you from there and you can make 
modifications to resolve this issue.

An example might be:

$USER1$/check_ping -H $HOSTADDRESS$ -w 3000.0,80% -c 5000.0,100% -p 1

(Why are you using NRPE to execute check_ping?)
