userquota

hello all....
>                i am working with userquota.
>                1.LABEL=/                 /                       ext3
> defaults,usrquota        1 1
>                2.mount -o remount /
>                3.quotacheck -avum
>
> after this step i assign quota to user
>                 4.edquota -u hello
>
> Disk quotas for user hello (uid 500):
>  Filesystem                   blocks       soft       hard     inodes
> soft     hard
>  /dev/sda7                         0          0          0
> 0        0        0
>

> here blocks size is Zero why???

root at server1 [~]# man setquota
root at server1 [~]#
