This is kind of off-topic for the list, but take a look/search on Open Source packages/apps that deal with File Management/Document management.

Depending on your skills/setup/environment, you can find php apps, as well as java/tomcat kinds of apps. Some are Alfresco, KnowledgeTree, etc...

I built a qmail (smtp/imap/pop3)server, the task of this server is to
send many documents 5meg to my clients 500users on daily basis (time
consuming and a lot of manual work). Am thinking to redesign it in
away to store all documents in a file cabinet and provide the clients
with direct access to the document through web or client agent, each
client can have his user name and password top access the documents,
the documents can be kept historical, and reports can be issued to
show who accessed and downloaded the document,.... etc
which open source package would you recommend to accomplish this
(Document route / info route) instead  of using normal mail server.
