You can just use the "alternate value" parameter expansion rule:
$ export DEBUG=
$ export DISPLAY=foo.bar.com:0.0
$ echo ${DEBUG:+$DISPLAY}
$ export DEBUG=1
$ echo ${DEBUG:+$DISPLAY}
foo.bar.com:0.0
$
