help with ssh login problem

Hello,

In the last days I can ssh from 219.136.252.59 to 211.66.80.167 without any problem.
But this afternoon I couldn't login it any more.

I run this tcpdump command on 219.136.252.59:

tcpdump host 211.66.80.167 -s0 -v 


and open another shell to login to 211.66.80.167:

ssh 211.66.80.167
(the result is: ssh command was staying there,no any output.)

As you see, there are two incorrect checksum.
So, what wrong with 211.66.80.167? How can I resolve it?
