Tomcat6 httpd connector utf8

well, fixed it

seems the connector where I'd specified the URIEncoding parameter in
server.xml for tomcat was not teh one httpd was connecting to. Added the
parameter to the ajp connector and without any modifications on the httpd
conf, it works..
