Do you mean access to the server for administration by SSH, or only the admin to access the website by HTTP ?

In case of SSH access for maintenance :
Normally you configure your servers only allowing system administrators to login by SSH for maintenance.
Giving them a own unix user account or LDAP logon, and enable sudo for "root" handlings.

When it is necessary to allow other users to the system, just give them a user account. 

By default users are not allowed to access the apache configuration (/etc/httpd/)

Only admin user needs to access from localhost.
all user expect admin shut work from outside.
