Based on:

Going forward, the source code repository at git.centos.org will
replace and obsolete the Red Hat Enterprise Linux source rpms on
ftp.redhat.com.
[from January 2015]
git.centos.org is, starting with RHEL-7, now the official location
for RHEL source (for non-subscribers at least). You will find source
rpms for 7 on:
<http://vault.centos.org>
but I assume that these are centos, not RH (tm), versions.
