Hi, 

Squid uses "Delay Pools" to manage bandwidth. There you can set bandwidth
limit for different sources. Go through the squid,conf file, you will find
more details about DELAY POOLS.

But to be very frank people dont recommend to use delay pools as it slows
down your internet connection.
