VMSTAT out

I have a Linux RED HAT Ent 4.0 with a performance problem. 

 

I have a question. When I run vmstat the column procs "b" is to high

 I have a disk problem or what is it?

 

 

 

 

The man page says 

 

 

          kthr  Report the number of kernel threads  in  each  of

                the three following states:

 

                r     in run queue

 

                b     blocked for resources I/O, paging,  and  so

                      forth

 

                w     swapped
