drac4/p racadm on centos 5.4

Problem::

# /opt/dell/srvadmin/rac4/bin/racadm getsysinfo
ERROR: Unable to communicate with RAC controller. Please make sure that a RAC
controller is present in the server and appropriate software is installed.

Description::

I am posting here because Dell support has proved to be useless on this issue. Hoping someone here might have some ideas. I am working on deploying Dell OMSA 6.2 on our many dell servers in production environment. Quite a few of these are Dell R200s with DRAC4/P. I am unable to use racadm on ANY of my hosts with DRAC4/P installed. 

The DRAC works ok if I just access it on its own ip using the web interface. I can even access the OS console from the DRAC web interface. This and the fact that I am having the problem on all my Drac 4/p systems rules out the DRAC being bad. So the usual "powercyle the system" resolution doesn't make sense.

I was told by Dell support to try and upgrade the firmware. My attempt to do so fails with the following error:
