RHEL is not simply a copy of Fedora. While based on Fedora, there are
a number of packages in Fedora that will not be in RHEL, generally
because the package must be supported and stable throughout the
release of the product.

Note that a number of packages that are not included in or supported
with the product can be found in the EPEL repository, at
https://fedoraproject.org/wiki/EPEL
