Yes, unfortunately virt-manager and virt-install do not support
virtio-scsi yet.  For this reason, the Guest Installation Guide was not
updated for 6.3.

For Fedora hosts there is no support in virt-manager yet, but
virt-install does have --controller and it can be used to create a
virtio-scsi device).

There are examples of using virsh to add and remove virtio-scsi
controller and disks in the Virtualization Administration Guide
(http://docs.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html/Virtualization_Administration_Guide/sect-Managing_storage_controllers_in_a_guest.html).

The same examples are easily adapted to usage with "virsh edit".
