My original understanding, based on what came out of the Red Hat summit
in '12, is the same as yours, which suggested that RHEL 7 would be based
on F18.
Wild guess -- the basis for RHEL 7 was affected by the problems around
F18. I note Alan Cox's negative review of that release, ref

i.e., I'm guessing that led to some reassessment within Red Hat. It's
easy to find bugzillas related to RHEL 7 alpha, which suggests (to me)
that Red Hat might want to base RHEL 7 on F19.
Vague memories, something similar happened in the F12/F13 timeframe,
before RHEL 6 beta.
That suggests a RHEL 7 release sometime in Q1 2014.
