Hello,
I too saw this behavior in the past with the command

# subscription-manager repos --list

that indeed created an empty /etc/yum.repos.d/redhat.repo

I didn't investigate much because I noticed that then the command
# yum repolist

had populated it with repositories and so I could run further
subscription-manager commands
Could you try "yum repolist" too and verify?
