1. yes, it has a static ip of 192.168.21.245 with a subnet of 255.255.240.0

3. i don't believe so, because if there was a record i could lookup the box
via the hostname
4. the external DNS servers are for looking up internet domains only
while the internal DNS are for internal names

it seems like the hostname is not getting a record in the dns server

A few questions:
Is your samba server on the 192.168.16.0 network?
Is your DNS server on the 192.168.16.0 network?
Is there a record created for your samba server?
If your DNS server is on the 66.161.x.0 network is there a mapping on
your firewall pointing to the samba server?

Adding a record on a public DNS server with a record point to the
192.168 private network isn't a great idea.
