No, rhnsd and rhn_check simply poll the RHN server and see if there are
any pending actions scheduled that it needs to pick up and run.  If you do
not schedule an update, install, package-list refresh, etc.. through the
RHN website than rhnsd and rhn_check will not do anything when they poll.
