When configuring PAM (such as to add the pam_cracklib.so to the system-auth
file), you shouldn't need to run the authconfig command. 

Could you kindly include exactly what setting in the system-auth file you
are changing?

Also, you need only change the /usr/bin/authconfig, not the
/usr/sbin/authconfig file as previously stated.
