[rhn-users] Newbie Question: How do I report a bug?

I found what I think is a bug with rpm when the --root option is used.
How do I go about reporting the bug?  I have a 
an active "Red Hat Enterprise Linux ES (v.4 L3 for x86, AMD64, and Intel
EM64T)" subscription.
