Solved.  Yes, it was the inode creation/modification time (ctime), not
mtime or atime.  I had inadvertently configured tripwire to check /etc
with ExcludeNone and all of the other filesystems as ReadOnly, which
excludes c.  That is why everything in /etc was alerting every time a
full backup was done but no other filesystems did.
