I hit the same issue and resolved it the same way. I think it's already been reported:
https://bugzilla.redhat.com/show_bug.cgi?id=946915
> 2/ nova packages are not installed. Nothing reported in logs
> => Puppet fails : Could not autoload nova_config: Could not auto load /var/lib/puppet/lib/puppet/provider/nova_config/parsed.rb: undefined method `default_target' for Puppet::Type::Nova_config:Class at /var/tmp/packstack/9428f6387b344b1897dc3057ae82437c/manifests/10.32.22.19_nova.pp:31
I didn't hit this one. After fixing the keystone issue, OpenStack installed fine. I added the grizzly epel repo manually rather than let Packstack do it (I didn't know it could do it for me :) ), but I think this doesn't make any difference wrt your issue.
I used commit 34300029ff, so maybe you could try `git checkout 34300029ff && git submodule init && git submodule update`.

Yes I think so.
