Correct, EPEL doesn't keep old RPMs around.

There isn't "EPEL through RHN" thing - on RHN you get RHOS packages.
And yes, RHN keeps old RPMs around.

After Folsom was pushed to EPEL6, old Essex RPMs where moved to a side-repo:
