Some extra info about this issue, which is included in release notes.

Note if you're using packstack to install, then none of these issues will occur.

While this is not the particular reason for the issue above,
this can happen due to rearrangement of config variables,
in recent package updates.
These changes may also induce an error when trying to use
`openstack-db --init` to initialize the database.

To avoid, please ensure that for the current and about to be released
nova, cinder and glance packages, that the 'rpc_backend' and 'sql_connection'
variables are uncommented in /etc/nova/nova.conf, /etc/nova/cinder.conf
and /etc/glance/glance-registry.conf
