Thank you Russell. Yes a known good image would be helpful for troubleshooting purposes. I'll give it a shot.

Do you just want an image with cloud-init working, or do you need your own image right now?

You can use some pre-built Fedora testing images that are lying around.
 Here's a Fedora 18 image with cloud-init:
