[scl.org] problems with rebuilding devtoolset-4 (tycho on centos7)

I was able to successfully boot strap it for SL, you can grab ours from: 
http://ftp.scientificlinux.org/linux/scientific/7rolling/testing/x86_64/scl/ 
and in theory use it to bootstrap your own internally.
