[scl.org] Removing 'scls' from %{_sysconfdir} and %{_localstatedir}?

Yes, perl does. Because Perl dependency generators are defined by rpmbuild,
then there is no other way for Perl collection than to redefine them and to
hope the redefinition gets evaluated later then the system one.
