[scl.org] SCL for Fedora 23 and SELinux

Just FYI, minor change needed if you build a SCL for Fedora 23

In the metapackage:

-Requires(post): policycoreutils-python libselinux-utils
+Requires(post): %{_root_sbindir}/semanage
+Requires(post): %{_root_sbindir}/selinuxenabled

Explanation:

policycoreutils-python pull python2, which is very probably not what we
want., and commands are moved to policycoreutils-python-tools (new
package not available in older distro)
