Those packages are now available, and can be installed using
--enablerepo=centos-sclo-sclo-testing

Ex:

yum --enablerepo=centos-sclo-sclo-testing \
    install php54-php-pecl-xdebug

yum --enablerepo=centos-sclo-sclo-testing \
    install rh-php56-php-pecl-imagick
