[scl.org] centos-release-scl* RPM sources

The centos-release-scl and -rh RPMs shipped in CentOS Extras that point
to the SCLo SIG's repos are now stored at this location:

https://github.com/sclorg-distgit/centos-release-sclo

There's a master branch for EL7 and a separate 'el6' branch as EL6 has
some EVR adjustments, so ensure when building that you use the right
one. The repo and packages have been maintained by Thomas (alphacc)
until now, so thanks to him for moving this to the sclorg organisation.

about the build targets and tags to use in CBS to build release packages
to Extras.
