[scl.org] Unable to access some EOL collections for EL6

I managed to find the needed SCL packages we still use by using 6.8 vault.

    Yes, AFAIK that's intentional. It's still in Vault, though:
    
      http://vault.centos.org/7.5.1804/sclo/Source/rh/ruby22/
    
    There's some repository for vault, but I'm not sure where to find that- maybe Jan will know(CC).
