[scl.org] Issue with EL7 package in EL6 SCLO PHP repository

Please notice that according to RHSCL life cycle
https://access.redhat.com/support/policy/updates/rhscl/
the rh-php70 collection have reached its EOL and
will not received any update.

Only rh-php72 (and soon rh-php73) are supported
and only on CentOS 7
