[scl.org] Node 12 Support

Hello,
current rh-nodejs12 packages should be available on mirrors (i.e. [1]).
The scl.org web has stale information, I've not been doing a very good
job in keeping it up-to-date.

In case you are wondering about EOL and stuff, these should be the same
as for RedHat collections [2].
