[sos-devel] PostgresSQL SoS plug-in

Bryn,

I pushed the PostgresSQL SoS plug-in to the private-kroberts-BZ852049 
branch.  Also, I bumped the version to 31 from 30 (which is the same as 
the previous patch).  I didn't want to stack the patches.  In any case, 
you can mod the version as necessary.

Features:
  - Local and remote PG DB dumping (this is optional as it requires auth).
  - Scooping of logs and conf files (default behavior)
