Message: [cluster] Increase the timeout for the added command crm_report - rhbz #1190723

The command crm_report would timeout in some instances when added to
"add_cmd_output()" using default time out value. The value was
increased from 300s to 480s. Note that crm_report captures lockdumps
by default via crm_report(not sos option) and in some instances this
might take some time to capture.
