Server side in Spacewalk - no. Client side, yes.

With EL4 and up2date code:
# grep -i skip /etc/sysconfig/rhn/up2date
pkgSkipList[comment]=A list of package names, optionally including 
wildcards, to skip
pkgSkipList=kernel*;
fileSkipList[comment]=A list of file names, optionally including 
wildcards, to skip
fileSkipList=;
#

With EL5 and yum and yum-rhn-plugin code  should be controlled by yum 
itself (if I remember correctly).
