I still reckon this is the wrong way of doing it.  An upgrade to any of the
rpms that own those files would undo your work, as would installing any rpm
that added its own repo.  If you're happy to make sure you don't do that, then
fine, that's your call.

I'd fix /etc/yum.conf to set:

reposdir=/etc/yum.repos.d/custom/
