Are you running with selinux enforcing? If so, what does

# ls -ldZ /var/log/spacewalk/schema-upgrade

tell you? Normally it should give you:

# ls -ldZ /var/log/spacewalk/schema-upgrade
drwxr-xr-x  root root 
user_u:object_r:oracle_sqlplus_log_t /var/log/spacewalk/schema-upgrade
